Senate Passes Spending Package Combining FY19 LHHS Appropriations and FY19 Defense Bills

During a rare August session, the U.S. Senate passed an $857 billion spending package combining the Fiscal Year (FY) 2019 Labor, Health and Human Services, and Education (LHHS) appropriations bill with the text of the FY19 defense spending bill.

Senators filed more than 300 amendments in the week leading up to the vote, but only 50 were adopted by unanimous consent. While funding for most agencies within the U.S. Department of Health and Human Services (HHS) would remain unchanged by the adopted amendments, one amendment of note would transfer $5 million from the National Institutes of Health (NIH) Office of the Director to the HHS Office of the Inspector General for oversight of grant programs and operations.

The bill provides $39 billion for the NIH, $3.4 billion for the National Heart, Lung, and Blood Institute, $2.276 billion for the National Institute of Neurological Disorders and Stroke and $140 million for the Centers for Disease and Control and Prevention's Heart Disease and Stroke Prevention program.

Lawmakers have four weeks to iron out differences between the House and Senate measures. It is currently unclear whether the package will make it to the White House for signing prior to the end of the fiscal year on Sept. 30.
