2019 HVBP Results Show Most Participating Hospitals Will See Payment Adjustments

On Dec. 3, CMS released the 2019 results from the Hospital Value Based Purchasing Program (HVBP), estimating that the total available amount for 2019 value-based incentive payments will be approximately $1.9 billion. Per the results, more than 1,550 of the approximately 2,800 hospitals participating in HVBP across the country will see an increase in their Medicare payments for 2019.

Under the HVBP, CMS adjusts hospital payment for Inpatient Prospective Payment System (IPPS) services based on the quality of inpatient care. A 2 percent withholding from base operating payment amounts is redistributed to participating hospitals based on their performance within a set of quality and cost measures. While payment adjustments range from -1.59 percent to +3.69 percent, almost 60 percent of hospitals will see a modest change between -0.5 and 0.5 percent in their IPPS payments, with an average net payment adjustment of 0.17 percent.
