Quality Measure Development in MACRA

The ACC recently signed on to a letter to Sylvia Mathews Burwell, secretary of the Department of Health and Human Services (HHS), and Andrew Slavitt, acting administrator of the Centers for Medicare and Medicaid Services (CMS), addressing the appropriate entities to receive funding for quality measure development, a provision in the Medicare Access and CHIP Reauthorization Act of 2015. “We believe the appropriate ‘organizations with quality measure development expertise’ are the physician-led organizations that have devoted substantial time and resources to developing and refining quality improvement and/or measure development activities.”

The letter also underscores the need for these measures to be “meaningful to users, uphold national standards, and harmonize with existing measures in widespread use.” The ACC will continue to work with CMS and HHS to ensure funding for quality measure development is properly allocated.
